March 2026

The City of San José Environmental Services Department (ESD) proposes annual rate increases for their utilities to continue to operate at full cost recovery. One of those utilizes is for potable water or the San José Municipal Water System (SJMWS), which I led this year. The proposed rate changes would cover the increased cost of wholesale water from Valley Water and San Francisco Public Utilities Commission (SFPUC), energy, and operations and maintenance expenses, amongst other costs.
In tandem with the proposed rate notice notification letter, ESD mails out a postcard to SJMWS customers roughly a month prior to the letters with tips on increasing water efficiency and money-saving tips.
In addition to the physical postcard in English, I had two more deliverables: Translating the postcard into the five other languages the rate notices will be in (Spanish, Vietnamese, Chinese, Tagalog, and Korean) and ensuring all six digital postcards are ADA compliant for the web.
